# What Does a Telehealth Paid Ads Agency Actually Do?

Reviewed October 8, 2026 · By Michael Borgia, MedScale Health

## Short answer

As of October 2026, a telehealth paid ads agency should run five jobs inside your own accounts: campaigns, ad creative, landing pages, tracking and reporting, with every ad and page checked against Meta's, Google's and TikTok's health rules before it is submitted. MedScale Health, a paid acquisition agency for telehealth brands and clinics, ships 8 ads at launch, a landing page per offer, server-side tracking under a BAA and a written report every Monday. Brand, PR and organic social stay with partners.

## What this means for you

- A telehealth paid ads agency has five jobs: campaigns, ad creative, landing pages, tracking and reporting. A policy check on every ad and page sits across all five.
- Which channels it can run depends on your certification: Meta for telehealth services now, prescription drug ads after LegitScript and Meta's authorization, Google after LegitScript and Google's certification.
- Tracking should send neutral events server-side, under a BAA, with no personal data going to any ad platform.
- Brand strategy, PR, events, organic social, SEO, email and SMS belong with specialist partners. A paid team plans around their work.

MedScale Health, a paid acquisition agency for telehealth brands and clinics, wrote this page so a buyer can check an agency's work against a list instead of a pitch. Each item below is a deliverable you can see in your own accounts, and each platform rule is taken from the platform's own page. This page is marketing guidance, not medical or legal advice. Platform policies change, so check the sources listed at the end before acting on a specific rule.

## The five jobs

Telehealth paid acquisition splits into five deliverables you should be able to see in your own accounts within the first month.

- Campaigns: the account structure, budgets set against an agreed target, and the weekly changes.
- Ad creative: a launch set of statics and motion video, then new rounds on a schedule, because ads tire and some get rejected.
- Landing pages: a page for each offer, written for the ad that sends people to it, on your domain.
- Tracking: server-side conversion events the platforms can optimise on, with no health information reaching them.
- Reporting: a weekly written report on spend, results and cost per result against the target, and what changed and why.

## The policy check across all five

Every ad and page should be checked against Meta's, Google's and TikTok's health rules before it is submitted, with the rule it clears written down. Two rules catch most telehealth ads. Meta's Advertising Standards say ads must not assert or imply personal attributes, including physical or mental health, and must not imply knowledge of a user's medical information. Google says it errs on the side of caution with landing pages that appear to facilitate the online prescription, dispensation or sale of medicines, so a page with an online visit and a medication can be read as in scope even when the ad names neither. When a reviewer rejects an ad, the written note turns the fix into a rewrite against a named rule, not a resubmission with light edits.

## Which channels, and what gates each

- Meta. Meta's Drugs and Pharmaceuticals policy says advertisers don't need written authorization to run ads that promote telehealth services generally. Ads that promote prescription drugs need active LegitScript certification and Meta's authorization, may only target people 18 and over in the United States, Canada or New Zealand where the advertiser is certified, and must include a disclaimer to consult a licensed health professional or obtain a valid prescription.
- Google. Google says advertisers must be certified by Google to serve ads for prescription drug services. In the US it allows telemedicine providers accredited through LegitScript's Healthcare Merchant Certification Program, with Google's own certification on top. Google asks for the application at the child account level, not the manager account, with the customer ID and the certified domain, and asks an agency applying for an advertiser to send documentation of that relationship.
- TikTok. TikTok's US policy says prescription medicine may be allowed with proof of approval and certification from regulators such as the FDA, shown only to people 18 and over. FDA says compounded drugs are not FDA-approved, so a compounded offer can't qualify. TikTok carries awareness and non-prescription offers.

So the first question an agency should answer is not about creative. It is which of your offers can run today, on which platform, and which wait for a filing. MedScale's LegitScript help prepares that file alongside the campaigns that can run now.

## Tracking that keeps health data out

Meta lists information about a person's physical or mental health as prohibited information that advertisers must not share through its Business Tools. It may also assign a health site to a data source category with restrictions, which can strip custom parameters and URL paths, block specific mid and lower funnel events, or restrict every event. The pattern that holds up is server-side events with neutral names, sent with no personal data. Where a vendor handles patient data for a covered entity, 45 CFR 164.502(e) requires satisfactory assurances documented in a written agreement, which is the BAA.

## What a paid team does not run

MedScale is paid-only, by design. Brand strategy and identity, PR, community events, organic social, SEO, and email and SMS programs are specialist crafts, and they belong with partners who do them every day. The paid plan is built around their work: the founder story becomes clinician-led and founder-led video, the brand system shapes the landing pages, and organic pages sit beside search ads on the same queries.

## Ownership and terms

Ad accounts, the Page, the dataset, the domain, landing pages and creative files stay in your name. On Meta the agency joins your business portfolio as a partner, and on Google it links its manager account to yours, so access can be removed cleanly. MedScale works month to month, with the scope set after the free growth audit. No agency can honestly promise approval, reinstatement or a cost per patient before ads run, and MedScale doesn't.

## What MedScale runs

- Meta and Google Ads in your accounts, with TikTok for awareness and non-prescription offers where the category allows it.
- 8 ads at launch, then 6 new ads a month on Growth or a new round every week on Scale, each pre-checked with the rule it clears written down.
- A landing page for each offer, on your domain, read against the same rules as the ad.
- Server-side tracking under a BAA with neutral event names, tested end to end with a real test order before spend.
- A written report every Monday: spend, patients and cost per patient by campaign, and what changed and why.
- LegitScript certification help and the Meta and Google filings, plus Ad Account Rescue when an account is restricted.

MedScale tracks server-side under a BAA with neutral event names, and no names, emails, phone numbers, IP addresses or browser IDs go to any ad platform. Book the free growth audit at medscale.health/audit to see which of your offers can run today, with a written plan for the rest.

## FAQ

**What does a telehealth marketing agency do day to day?**

A paid team runs campaigns inside your ad accounts, ships new pre-checked creative, maintains the landing pages the ads point to, keeps server-side tracking clean and reports weekly against an agreed target. At a paid-only agency like MedScale, that is the whole job.

**Can a telehealth agency run Google Ads before LegitScript?**

Not for prescription drug services. Google requires telemedicine providers to hold LegitScript accreditation and Google's own certification before those ads serve, and it reads the landing page too. Meta lets ads for telehealth services generally run without authorization in the meantime.

**Does MedScale do branding, PR or organic social?**

No. MedScale runs paid acquisition only: campaigns, ad creative, landing pages, tracking and reporting, plus LegitScript help. Brand, PR, events, organic social, SEO, email and SMS go to specialist partners, and the paid plan is built around their work.

**Who owns the ad accounts when a telehealth brand hires an agency?**

The brand should. Ad accounts, the Page, the dataset, the domain and creative stay in your name, with the agency added as a partner on Meta and through a manager account link on Google, so its access can be removed cleanly.

**Can a telehealth ad agency run TikTok ads for prescription offers?**

In the US, TikTok asks for proof of FDA approval and certification for prescription medicine ads and limits them to people 18 and over. Compounded drugs are not FDA-approved, so MedScale keeps TikTok to awareness and non-prescription offers.
