Ad Account Rescue

# Meta and Google Ad Appeal Templates for Healthcare

Decode the notice, fix the cause, then appeal with facts. Copy-ready templates for Meta's request review and Google's appeals, plus the evidence pack reviewers expect. No template can promise reinstatement. A fixed account and a factual appeal are the parts you control.

Checked October 5, 2026 against Meta's and Google's own help pages.

Two rules before you write. State only true facts: the reviewer checks every claim against the live account. And never open a new ad account, Page or Business Manager to get around a decision. Both platforms treat that as circumvention.

## Decode the notice.

The label on the notice decides the path back. Read it in Meta's Account Quality or Google's Policy Manager, not the email.

Which notice did you get?

Meta

Ad rejected Ad account restricted Ad account disabled Business account restricted Profile restricted from advertising Circumventing systems

Google

Ad disapproved (Healthcare and medicines, or another policy) Strike (temporary account hold) Account suspended: Healthcare and medicines Account suspended: Unacceptable business practices Account suspended: Circumventing systems

Meta · One ad

### Ad rejected

Usually recoverable Usually recoverable once the creative is fixed.

**Where it shows**

Ads Manager, on the ad

**Typical cause in healthcare**

Copy that implies the viewer's condition (personal attributes), a health claim, or a prescription drug named without authorization.

**The path back**

Rewrite the ad against the named policy and publish the new version. If you are sure the decision was wrong, request a review in Account Quality. Don't resubmit the same ad unchanged: repeated rejections in one category are what escalate to the account.

Meta · Ad account

### Ad account restricted

Usually recoverable Usually recoverable on a first review, when the cause is fixed before you ask.

**Where it shows**

Account Quality

**Typical cause in healthcare**

Several rejections in the same category, or a landing page that reads like an online pharmacy.

**The path back**

Fix the cause first: remove the rejected ads and anything sharing their hook, and rewrite the landing page. Then request a review in Account Quality with a short, factual explanation.

[Use the template: Meta: request a review](https://medscale.health/rescue/appeal-templates#template-meta-review)

Meta · Ad account

### Ad account disabled

Sometimes recoverable Sometimes. The odds drop with each review that was denied on unchanged material.

**Where it shows**

Account Quality; ads stop delivering

**Typical cause in healthcare**

Escalation from a restriction, the same creative resubmitted again and again, or payment failures.

**The path back**

Same path as a restriction: fix everything first, then one evidenced review request in Account Quality. One careful request beats several fast ones.

[Use the template: Meta: request a review](https://medscale.health/rescue/appeal-templates#template-meta-review)

Meta · Business account

### Business account restricted

Sometimes recoverable Sometimes. Usually recoverable when the only gap was verification that was never done.

**Where it shows**

Business settings and Account Quality

**Typical cause in healthcare**

Unacceptable business practices (for example health claims the site can't support), Business Verification never completed, or a link to another restricted business.

**The path back**

Complete Business Verification with documents that match the business name, address and phone exactly. Remove the claims that triggered it from the site and ads. Then request a review in Account Quality.

[Use the template: Meta: request a review](https://medscale.health/rescue/appeal-templates#template-meta-review)

Meta · A person's profile

### Profile restricted from advertising

Sometimes recoverable Sometimes. It depends on that person's history, which the business can't fix for them.

**Where it shows**

The admin's own Facebook profile

**Typical cause in healthcare**

The person, not the business, carries the flag. Shared logins and freelancer access are the usual history.

**The path back**

The person requests a review of their profile in Account Quality and completes any identity check Meta asks for. End shared logins: every admin uses their own verified profile.

Meta · Ad account, business or profile

### Circumventing systems

Rarely recoverable Rarely reversed.

**Where it shows**

Account Quality, often with a disabled account or business

**Typical cause in healthcare**

A cloaked landing page, redirect chains, or a second account opened to get around an earlier restriction.

**The path back**

Request a review only if the finding is wrong, and explain exactly what happened. Don't open another account, Page or Business Manager: Meta prohibits evading its enforcement. Plan the relaunch on the channels that are still open to you.

Google · One ad

### Ad disapproved (Healthcare and medicines, or another policy)

Usually recoverable Usually recoverable once the ad, keyword or page is fixed.

**Where it shows**

Ads page and Policy Manager

**Typical cause in healthcare**

Prescription drug terms used as keywords without certification, an unapproved substance, or a claim Google reads as unreliable.

**The path back**

Edit the ad to comply, or appeal from Policy Manager. Pick "Made changes to comply with policy" if you changed anything, and "Dispute decision" only if you are sure the policy was misapplied. Each ad gets 3 appeals, at least 24 hours apart, and since July 21, 2026 decisions more than 6 months old can't be appealed from the account.

[Use the template: Google: appeal a disapproved ad](https://medscale.health/rescue/appeal-templates#template-google-ad-appeal)

Google · Account

### Strike (temporary account hold)

Usually recoverable First and second strikes are usually recoverable. The third is a suspension.

**Where it shows**

Google Ads notifications and Policy Manager

**Typical cause in healthcare**

Repeat violations of the same policy that Google does not class as egregious.

**The path back**

Fix every ad that broke the policy while the hold runs. Google's holds last 3 days for a first strike and 7 days for a second, and a third strike suspends the account, so the pattern has to stop now.

[Use the template: Google: appeal a disapproved ad](https://medscale.health/rescue/appeal-templates#template-google-ad-appeal)

Google · Account

### Account suspended: Healthcare and medicines

Usually recoverable Usually recoverable when certification was the missing piece and the business qualifies for it.

**Where it shows**

Google Ads, on sign-in

**Typical cause in healthcare**

Prescription-drug promotion by a telemedicine provider or online pharmacy without Google's certification.

**The path back**

Apply for the certification you are eligible for (LegitScript first, where Google requires it), complete advertiser verification if Google asks, then appeal with the certification details.

[Use the template: Google: appeal an account suspension](https://medscale.health/rescue/appeal-templates#template-google-suspension)

Google · Account

### Account suspended: Unacceptable business practices

Sometimes recoverable Sometimes, when the business model was misread and documents show it.

**Where it shows**

Google Ads, on sign-in

**Typical cause in healthcare**

Google read the business as misleading, for example a clinic that looked like an unlicensed pharmacy.

**The path back**

Google suspends this without warning and reinstates only in compelling circumstances. Complete advertiser verification if asked. Appeal once, with documents: licences, registration, and screenshots of the corrected site.

[Use the template: Google: appeal an account suspension](https://medscale.health/rescue/appeal-templates#template-google-suspension)

Google · Account and related accounts

### Account suspended: Circumventing systems

Rarely recoverable Rarely reversed.

**Where it shows**

Google Ads, on sign-in

**Typical cause in healthcare**

Cloaking, misspelled drug names to get past review, false verification details, or a new account after a suspension.

**The path back**

Appeal only if the finding is wrong, and explain exactly what happened. Google says related accounts may be suspended and new accounts the advertiser creates may be suspended too, so don't open another one. Plan the relaunch on the channels still open to you.

The templates

## Fill the brackets with facts. Delete what isn't true.

### Meta: request a review

Where: Account Quality, on the restricted ad, ad account, business or profile.

- Keep it short and plain. No adjectives, no pleading, no "we are a legitimate business".
- The reviewer looks at the live account, so fix everything before you send.
- Attach only what the form asks for.

Copy template

```
[Before you send: state only true facts. Delete every line that isn't true for your account. The reviewer checks every claim against the live account.]
We are [business legal name], a [licensed telehealth provider / medical clinic] operating [domain]. On [date] the [ad / ad account / business account] was [rejected / restricted / disabled] under [the policy named in Account Quality].
We reviewed every ad and page against that policy. The cause was [one sentence, for example: ad copy that implied a viewer's health condition, or a landing page that named and priced a prescription drug without authorization].
Since then we have [paused and removed N ads; rewritten the landing page at URL; completed Business Verification on DATE; verified the domain; renamed conversion events to standard names; obtained LegitScript certification, ID].
The account now promotes [consultations and programs / only products we are authorized to promote], shown to adults 18+ in the US. We ask that the decision be reviewed against the current ads and pages.
```

### Google: appeal a disapproved ad

Where: Policy Manager (Tools, then Troubleshooting), or the Ads page: select the ad, then Edit, then Appeal policy decision.

- Each ad gets 3 appeals, at least 24 hours apart.
- Since July 21, 2026, decisions more than 6 months old can't be appealed from the account.
- Pick "Dispute decision" only when you are certain the policy was misapplied and can show why.

Copy template

```
[Before you send: state only true facts. Delete every line that isn't true for your account. The reviewer checks every claim against the live account.]
Reason: [Made changes to comply with policy / Dispute decision]
Ad [ad ID] in campaign [campaign name] was disapproved on [date] under [policy name].
What we changed: [for example: removed the prescription drug name from the keywords; rewrote the headline to describe the program, not the drug; changed the final URL to a page that names the licensed compounding pharmacy].
[Dispute only: why the policy does not apply, with the fact that shows it, for example: we are an in-person clinic in the US and the drug name appears in ad text only, not as a keyword.]
```

### Google: appeal an account suspension

Where: From the suspension notice in your Google Ads account.

- Complete advertiser verification first if Google asks for it. After 3 failed identity attempts you can't appeal.
- Send one appeal at a time. Google says too many appeals for the same suspension may not be processed.
- Google reinstates only in compelling circumstances, so documents carry the appeal, not prose.

Copy template

```
[Before you send: state only true facts. Delete every line that isn't true for your account. The reviewer checks every claim against the live account.]
Account [customer ID], [business legal name], [domain]. Suspended on [date] under [policy].
What we believe Google saw: [the specific signal, for example: prescription drug terms as keywords without certification, or a landing page that looked like an online pharmacy].
What changed, with dates: [keywords removed; ads rewritten; landing page rebuilt at URL; advertiser verification completed; healthcare certification applied for or approved, case number; LegitScript certification ID].
Attached: [business registration; licences; LegitScript certificate; screenshots of the rebuilt page; list of removed keywords and ads].
We ask that the account be reviewed as it stands today.
```

The evidence pack

## Build it once. Reuse it for every filing.

- Business registration and licences: the legal entity, medical, pharmacy, and DEA where relevant.
- LegitScript status: the certificate, or the application receipt with its date.
- Screenshots of each changed page, before and after the change, with dates.
- The list of removed or rewritten ads, with each rejection reason.
- Verification confirmations: Meta business, Meta domain, Google advertiser.
- A screenshot of your conversion events showing standard names only, plus your privacy policy URL.
- A one-page diagnosis: the policy named, the cause in one sentence, and what changed.

Before you write a word

## Ten questions that shape the appeal.

1. 01 What does the notice say, word for word, and on what date? Is it on an ad, the ad account, the business or a person's profile?
2. 02 Has anyone appealed already? How many times, and what changed before each one?
3. 03 Has anyone opened another ad account, Page or Business since the notice? Say so in your diagnosis: it changes how the platform reads everything else.
4. 04 Who are the admins? Does any agency or freelancer log in with a personal profile?
5. 05 Are Business Verification, domain verification and Google advertiser verification done?
6. 06 What does the landing page say today: drug names, prices, "FDA-approved", guarantees, before-and-after?
7. 07 What conversion events fire, and does any event name or URL include a drug or condition?
8. 08 Does the offer name or sell a prescription product? What is your LegitScript and Google certification status?
9. 09 Has your pharmacy partner or your business received an FDA or state board letter?
10. 10 Any bans, strikes, or FTC or FDA letters on any platform in the last five years?

The rules, quoted

## What Meta and Google say about appeals.

Read on October 5, 2026. Meta publishes no limit on review requests, so we don't state one.

- Meta > “If you believe the ad, ad account, user account, Page or Business Account was incorrectly rejected or restricted, you can request a review of the decision in Account Quality.” [Meta: Introduction to the Advertising Standards](https://transparency.meta.com/policies/ad-standards/)
- Meta > “Helping anyone evade or circumvent our enforcement of our policies or terms of service is also prohibited.” [Meta: Introduction to the Advertising Standards](https://transparency.meta.com/policies/ad-standards/)
- Google > “Each ad is limited to 3 appeals. If you appeal an ad unsuccessfully 3 times, you won't be able to file an appeal for that ad again until you reach out to customer support.” [Google: Fix a disapproved ad or appeal a policy decision](https://support.google.com/adspolicy/answer/9338593?hl=en)
- Google > “Starting July 21, 2026, the option to appeal a policy decision directly from your Google Ads account will not be available for policy decisions made more than 6 months prior.” [Google: Update to Appeals Limits (July 2026)](https://support.google.com/adspolicy/answer/17251522?hl=en)
- Google > “Temporary account holds will be applied for the first and second strikes (for three and seven days respectively), while the third strike will result in an account suspension.” [Google: Account suspensions overview](https://support.google.com/adspolicy/answer/9841640?hl=en)
- Google > “Accounts related to the suspended account may be suspended. [...] In addition any new accounts that the advertiser tries to create may also be suspended.” [Google: Account suspensions overview](https://support.google.com/adspolicy/answer/9841640?hl=en)
- Google > “We only reinstate accounts in compelling circumstances, such as in the case of a mistake, so it's important that you take the time to be thorough, accurate, and honest.” [Google: Account suspensions overview](https://support.google.com/adspolicy/answer/9841640?hl=en)

## Common questions

**How do I appeal a restricted Meta ad account?**

As of October 2026, Meta handles it in Account Quality: open the restricted ad, ad account, business or profile and request a review. Fix the cause first, because the reviewer looks at the live account. Write a short, factual explanation of what caused the restriction and what you changed.

**How many times can I appeal a disapproved Google ad?**

Google limits each ad to 3 appeals, at least 24 hours apart. Since July 21, 2026, policy decisions more than 6 months old can't be appealed from your Google Ads account. For a suspended account, send one appeal at a time: Google says it may not process too many appeals for the same suspension.

**Should I open a new ad account if mine is disabled?**

No. Meta prohibits evading its enforcement, and Google says accounts related to a suspended account may be suspended, along with any new accounts the advertiser creates. Appeal the account you have, and while you wait, run on the channels still open to you.

**Can an appeal template guarantee reinstatement?**

No. Meta and Google make the decision, and Google says it reinstates suspended accounts only in compelling circumstances. A template helps you state the facts clearly. What moves a review is a fixed account and evidence that matches what you wrote.

**What evidence should a healthcare ad appeal include?**

Business registration and licences, your LegitScript status, dated screenshots of the pages you changed, the list of removed or rewritten ads, your verification confirmations, proof that your conversion events use standard names, and a one-page diagnosis naming the policy, the cause and the fix.

Ad Account Rescue

## Rather not file it alone?

We diagnose the notice, rebuild the ads, pages and tracking against the named policy, and file the appeal with the evidence pack. You hear early whether the account looks recoverable, and what the plan is either way. No one can promise the platform's decision, and we don't.
