Meta and Google for hair loss and ED telehealth

# Hair loss and ED telehealth advertising

MedScale Health is a hair loss and ED paid-ads agency for US telehealth brands: it runs Meta, Google, Microsoft and TikTok ads, creative and landing pages for hair loss and sexual health programs, with every ad pre-checked against health policy before it spends. Finasteride, minoxidil, sildenafil and tadalafil, sold on price and discretion with an async visit and a subscription. The most commoditised telehealth category, and the one where the ad rules are clearest and most enforced.

How it is sold

## The model, before the rules.

A short questionnaire, an async prescriber review, and a partner pharmacy that ships a monthly or quarterly supply. The visit is often free and the medication is priced per month, so the whole funnel is a subscription checkout with a medical step in the middle. Compounded combinations (finasteride plus minoxidil, tadalafil chews) are common. They are compounded, not FDA-approved, which matters for the claims. MedScale starts with a free growth audit; campaigns are live by Day 14 from access when certifications are in place.

The offer

## What do you get with MedScale as your hair loss and ED ad agency?

As a hair loss and ED ad agency, MedScale keeps drug names out of ads and keywords until certification is in place, keeps trademarked brand names out of the keyword list, frames sexual health around medical efficacy, and labels compounded combinations as compounded. You get 8 ads at launch, a landing page for each offer on your domain, every ad and page checked against Meta's, Google's and TikTok's health rules before it is submitted, help with the LegitScript application if you are not yet certified, and a written report every Monday on spend, patients and cost per patient by campaign. You own the accounts, and MedScale works month to month.

**Campaigns**

Meta and Google Ads, set up and run inside your own accounts. TikTok where the category allows it.

**Ad creative**

8 ads at launch, statics and motion video. On Growth, 6 new ads every month; on Scale, a new round every week.

**Landing pages**

A page for each offer, written for the ad that sends people to it, on your domain.

**Tracking**

Server-side conversion tracking under a BAA, so no health information reaches the ad platforms.

**Compliance review**

Every ad and page checked against Meta's, Google's and TikTok's health rules before it is submitted, with the rule it clears written down.

**Reporting**

A written report every Monday: spend, patients and cost per patient by campaign, what we changed and why. Calls on your package's schedule.

**Ownership**

Ad accounts, pages, creative and tracking stay in your name. We work as a partner on your accounts.

Your first 30 days

1. Week 1 Access, an audit of your accounts and site, tracking installed, the launch offer and landing page agreed.
2. Week 2 Landing page built, launch ads written and designed, every ad and page pre-checked against the rules, and campaigns live by Day 14.
3. Week 3 Daily checks through the first full week of spend.
4. Week 4 First full Monday report, and the next round of ads planned from what is working.

How it gets restricted

Three rejection triggers dominate: a hook aimed at the reader ("losing your hair?", "trouble in bed?"), a drug name in an ad or keyword without certification, and sexual imagery or pleasure framing. Accounts are restricted for telehealth positioning without certification and for bidding on trademarked brand names like Viagra. TikTok separately bans "treat hair loss" claims for cosmetic products, which catches minoxidil ads that try to run as skincare.

Paid outlook Certification first

Policy by platform

Where a platform asks for LegitScript, it means LegitScript certification: the third-party check Meta and Google require before a telehealth business can name a prescription drug in an ad. It certifies the business, its prescribers and its pharmacies. It does not change what a drug is.

**Meta**

Telehealth providers must hold LegitScript certification and Meta's written authorization to reference prescription drugs, with 18+ targeting and a consult-a-professional disclaimer. Sexual and reproductive health ads are allowed when focused on medical efficacy rather than pleasure and targeted 18+. The personal-attributes rule bars implying the reader has a condition.

**Google Ads**

A telehealth prescriber needs Google's prescription drug services certification before its prescription-drug ads serve, and to bid on finasteride, sildenafil, tadalafil or brand-name keywords. Google judges the ads, the site and the app, so treatment-intent ads ("hair loss treatment online", "ED treatment online") that don't name a drug are still judged on the whole site. Certification is the path. Sexual-performance supplements appear on Google's unapproved-products list.

**TikTok**

As of October 2026, TikTok may allow FDA-approved US prescription medicine ads with proof of approval, 18+ only. Its adult content policy bars ads that facilitate access to sexual-performance drugs, so ED medication stays off TikTok. Hair-loss prescriptions need the FDA path, compounded combinations can't qualify, and cosmetic claims to treat hair loss are prohibited.

What we run

## The plan for hair and sexual health.

**Channels**

Meta on the visit-and-subscription offer with provider or product-in-hand creative from launch. Google Search once certification clears, on treatment intent and then drug terms. TikTok for the brand; a compounded product never runs there.

**Creative that passes**

The visit is free, the medication is this much a month, it ships discreetly, a licensed provider reviews every order. Third person throughout. No mirrors, no bedrooms, no innuendo.

**Landing page**

Treatment page first, medication table second, with the compounded formulations labelled as such. Pricing is transparent because the platforms read hidden pricing as a pharmacy signal.

**Tracking**

Server-side events with generic names (lead, qualified, booked, purchase), under a BAA. No names, emails, phone numbers, IP addresses or browser IDs go to the ad platforms. The ad click ID rides a bridge token into the intake platform, so the consult and the prescription land on the campaign that produced them even though the visitor left our page to book.

What we measure

**CPQL**

Cost per qualified lead: questionnaire completed and eligible.

**Consult booked**

Async visit submitted for prescriber review.

**Rx issued**

Prescription approved and first order placed.

**90-day retention**

Subscribers still active at month three, by campaign.

Reported weekly by campaign from the tracking installed in the first two weeks. We publish the definitions, not a benchmark, because the number depends on your price, your states and your pharmacy.

Commitments

## What is done by which day.

By day **5**

Policy read of every ad, keyword, page and pixel event, with flags listed

By day **14**

Server-side tracking live through questionnaire, visit and first order

By day **14**

Meta subscription campaigns live; treatment-intent search live once certification clears

By day **30**

Weekly report on CPQL, Rx issued and retention by campaign

Days count from kickoff. Certification timelines belong to LegitScript and the platforms, so campaigns that need drug terms start on program intent and add them when approval lands.

Hair and sexual health questions

## What brands in this category ask first.

**What does MedScale run as a hair loss and ED ad agency?**

MedScale runs Meta subscription campaigns and, once certification clears, treatment-intent Google Search for US hair loss and ED telehealth brands, plus the ad creative, a landing page for each offer and server-side tracking under a BAA through questionnaire, visit and first order. ED medication stays off TikTok, and every ad and page is checked against each platform's health rules before it is submitted.

**How does working with MedScale start for a hair loss or ED brand?**

With the free Growth Audit: MedScale reads your live ads, keywords, landing pages and tracking against the hair loss and sexual health rules and writes a 90-day plan within five business days of access. Campaigns are live by Day 14 from access when certifications are in place. Engagements run month to month, and the ad accounts stay in your name.

**Can MedScale guarantee approval or subscriber numbers for hair loss and ED ads?**

No. Platform review, auction prices, your offer and how your questionnaire converts decide the numbers, and no one controls all of those. MedScale checks every ad and page against Meta's, Google's and TikTok's rules before it is submitted and reports spend, patients and cost per patient by campaign every Monday.

**Can we say finasteride in the ad?**

On Google, only with prescription drug services certification. On Meta, only with LegitScript certification and written authorization. Until then the ad names the treatment and the page names the drug.

**Why does Meta keep rejecting our ED creative?**

Almost always framing. Meta allows sexual-health ads that focus on medical efficacy and rejects ads that read as pleasure or that address the reader's performance. "ED treatment reviewed by licensed providers" passes; "struggling to perform?" does not.

**Can we bid on Viagra or Rogaine?**

Brand names are trademarks as well as drug terms, so bidding on them requires certification and invites a trademark complaint. MedScale bids on treatment intent and keeps brand names out of the keyword list.

**Our minoxidil ad got rejected on TikTok as a cosmetic. Why?**

TikTok prohibits cosmetic products from claiming to treat hair loss. Its US prescription path, updated September 2026, needs proof of FDA approval and 18+ targeting, which a compounded minoxidil formula can't provide. TikTok carries the brand story and sends people to search; it does not carry the compounded offer.

## Rules that decide Hair and sexual health campaigns.

- [Can You Advertise ED and Hair Loss Treatment on Meta?](https://medscale.health/answers/can-you-advertise-ed-and-hair-loss-on-meta) As of October 2026, an ED or hair loss telehealth brand can advertise on Meta to people 18 and over when the ads focus on health rather than pleasure, and naming sildenafil, tadalafil or finasteride also needs LegitScript certification and Meta's authorization. MedScale Health, a paid ads agency for US telehealth brands and clinics, runs these accounts service first, with product campaigns in separate ad sets once authorization is in place. Authorized product ads may only target adults in the United States, Canada or New Zealand. Reviewed October 24, 2026
- [Can You Advertise ED and Hair Loss Treatment on Google?](https://medscale.health/answers/can-you-advertise-ed-and-hair-loss-on-google) As of October 2026, an in-person ED or hair loss clinic can run Google Search ads now and name sildenafil or finasteride in US ad text and landing pages without certification, though bidding on those names needs certification. MedScale Health, a paid ads agency for US telehealth brands and clinics, builds these accounts on condition and treatment intent and adds drug-name keywords only once certified. An online ED or hair loss service that prescribes is a telemedicine provider and needs LegitScript plus Google certification before its ads serve. Reviewed October 24, 2026
- [Can You Name Ozempic, Wegovy or Zepbound in Your Ads?](https://medscale.health/answers/can-you-name-ozempic-wegovy-zepbound-in-ads) As of October 2026, a telehealth brand can name Ozempic, Wegovy or Zepbound in ads only once certified: Google requires telemedicine providers to be certified regardless, Meta treats a named prescription drug as promotion needing LegitScript and its authorization, and trademark risk applies on top. MedScale Health, a paid ads agency for US telehealth brands and clinics, generally keeps branded drug names out of paid creative, because the traffic rarely justifies the exposure. An in-person clinic may name the drugs in US Google ads without certification but not keyword-target them. Reviewed October 24, 2026
- [How Do You Advertise a Telehealth Brand on Meta Without Losing the Ad Account?](https://medscale.health/answers/how-to-advertise-telehealth-on-meta) As of October 2026, keeping a telehealth ad account healthy on Meta comes down to three habits: never write copy that implies knowledge of the viewer's health, never send traffic to a page that contradicts the ad, and track disapproval rate as a metric. MedScale Health, a paid ads agency for US telehealth brands and clinics, finds that accounts are almost never lost to a single bad ad but to an accumulating pattern of disapprovals nobody was tracking.
