Meta and Google for hair loss and ED telehealth
Hair Loss and Sexual Health
Finasteride, minoxidil, sildenafil and tadalafil, sold on price and discretion with an async visit and a subscription. The most commoditised telehealth category, and the one where the ad rules are clearest and most enforced.
How it is sold
The model, before the rules.
A short questionnaire, an async prescriber review, and a partner pharmacy that ships a monthly or quarterly supply. The visit is often free and the medication is priced per month, so the whole funnel is a subscription checkout with a medical step in the middle. Compounded combinations (finasteride plus minoxidil, tadalafil chews) are common and are unapproved formulations of approved drugs, which matters for the claims.

How it gets restricted
Three rejection triggers dominate: a hook aimed at the reader ("losing your hair?", "trouble in bed?"), a drug name in an ad or keyword without certification, and sexual imagery or pleasure framing. Accounts are restricted for telehealth positioning without certification and for bidding on trademarked brand names like Viagra. TikTok separately bans "treat hair loss" claims for cosmetic products, which catches minoxidil ads that try to run as skincare.
Paid outlookCertification first
Policy by platform
Where a platform asks for LegitScript, it means LegitScript certification: the third-party check Meta and Google require before a telehealth business can name a prescription drug in an ad. It certifies the business, its prescribers and its pharmacies. It does not change what a drug is.
- Meta
- Telehealth providers must hold LegitScript certification and Meta's written authorization to reference prescription drugs, with 18+ targeting and a consult-a-professional disclaimer. Sexual and reproductive health ads are allowed when focused on medical efficacy rather than pleasure and targeted 18+. The personal-attributes rule bars implying the reader has a condition.
- Google Ads
- Prescription drug services certification is required to serve ads and to bid on finasteride, sildenafil, tadalafil or brand-name keywords. Sexual-performance supplements appear on Google's unapproved-products list. Treatment intent ("hair loss treatment online", "ED treatment online") is open without certification.
- TikTok
- Prescription medicine is not allowed as an ad subject in the US, and cosmetic claims to treat hair loss are prohibited. Sexual-health content is restricted and must avoid sexual framing. Brand and provider awareness only.

What we run
The plan for hair and sexual health.
- Channels
- Google Search on treatment intent, then drug terms after certification. Meta on the visit-and-subscription offer with provider or product-in-hand creative. TikTok for the brand, not the drug.
- Creative that passes
- The visit is free, the medication is this much a month, it ships discreetly, a licensed provider reviews every order. Third person throughout. No mirrors, no bedrooms, no innuendo.
- Landing page
- Treatment page first, medication table second, with the compounded formulations labelled as such. Pricing is transparent because the platforms read hidden pricing as a pharmacy signal.
- Tracking
- Server-side events with generic names (lead, qualified, booked, purchase) and only hashed identifiers. The ad click ID rides a bridge token into the intake platform, so the consult and the prescription land on the campaign that produced them even though the visitor left our page to book.
What we measure
- CPQL
- Cost per qualified lead: questionnaire completed and eligible.
- Consult booked
- Async visit submitted for prescriber review.
- Rx issued
- Prescription approved and first order placed.
- 90-day retention
- Subscribers still active at month three, by campaign.
Reported weekly by campaign from the tracking installed in the first two weeks. We publish the definitions, not a benchmark, because the number depends on your price, your states and your pharmacy.

Days count from kickoff. Certification timelines belong to LegitScript and the platforms, so campaigns that need drug terms start on program intent and add them when approval lands.
Hair and sexual health questions
What brands in this category ask first.
Can we say finasteride in the ad?
On Google, only with prescription drug services certification. On Meta, only with LegitScript certification and written authorization. Until then the ad names the treatment and the page names the drug.
Why does Meta keep rejecting our ED creative?
Almost always framing. Meta allows sexual-health ads that focus on medical efficacy and rejects ads that read as pleasure or that address the reader's performance. "ED treatment reviewed by licensed providers" passes; "struggling to perform?" does not.
Can we bid on Viagra or Rogaine?
Brand names are trademarks as well as drug terms, so bidding on them requires certification and invites a trademark complaint. We bid on treatment intent and let the brand pages rank.
Our minoxidil ad got rejected on TikTok as a cosmetic. Why?
TikTok prohibits cosmetic products from claiming to treat hair loss, and prescription medicine is not allowed as an ad subject in the US. TikTok carries the brand story and sends people to search; it does not carry the offer.
Next step
Start with the audit.
We read your live ads, landing pages and pixel against the rules on this page and send back the flags and the plan. If the account is already restricted, the rescue is the faster door.
Growth audit
See where your growth is leaking.
We audit the funnel, the tracking, and the compliance posture, then hand you the roadmap. The people writing it have run the same funnel from the inside. You keep it whether or not we work together.
