Answer

Why Did Meta Disable My Ad Account for Payment or Verification, and How Do I Fix It?

Reviewed October 24, 20266 min readBy Michael Borgia, MedScale Health

Short answer

As of October 2026, Meta disables an ad account when a payment fails and keeps it disabled until the amount due is paid; unusual activity and verification restrictions can lift only after the steps listed in Business Support Home, such as verification or a review. MedScale Health, a paid ads agency for US telehealth brands and clinics, reads the exact notice in its Ad Account Rescue and says by hour 12 whether the account is coming back. A new account opened to get around it is circumvention.

What should you do first when Meta disables an ad account over payment or verification?

  • Open Meta Business Support Home and read the restriction on the asset itself. Meta's troubleshooting page says the What you can do section may ask you to confirm your identity, complete verification, secure your account or request a review.
  • If the cause is a failed payment, pay the amount due in Billing and payments. Meta says the ad account stays disabled until you do.
  • If Meta asks for business verification, enter the legal business name, address, phone number and website exactly as the legal entity has them. Meta says a decision may take up to 14 business days.
  • Request a review only after the listed steps are done. Meta says the number of reviews is limited and the decision is final once a review is complete.
  • Never open a new ad account, Page or business portfolio to route around the restriction. Meta's Advertising Standards prohibit helping anyone evade or circumvent its enforcement.

MedScale Health runs Ad Account Rescue for healthcare advertisers: a written diagnosis by hour 12, the fixes and an appeal filed with evidence by hour 48, and relaunch on the channels open by hour 72. This page covers the payment, unusual activity and verification cases; restrictions caused by ad content are covered in the recovery guide for disabled healthcare accounts. This page is marketing guidance, not legal advice; check the sources at the end before acting on a rule.

Why does Meta disable an ad account over a failed payment?

Meta's help page on failed payments says that when the payment method you use to run ads fails, your ads are paused and your ad account is disabled until you pay the amount due, and no additional charges are made in the meantime. Billing and payments may show an error saying the account is unsettled. The causes Meta lists are ordinary: a payment method not supported, a card or recurring payment method that isn't active, an invalid expiration date, a card that couldn't be verified, a charge declined by the bank or for insufficient funds, and connection errors.

Meta's fix is in Billing and payments: select the ad account, click Payment methods, click Pay now, and pay with an existing or new method; if the payment keeps failing, Meta suggests trying again later with a different card. Once the balance is paid, Meta says it resumes active and scheduled ads. Meta also says one payment method can typically be added to up to 10 ad accounts, and recommends a backup payment method so a failure on the primary one doesn't pause ads. MedScale's Rescue diagnosis reads the actual flag, not the generic notice, because a billing disable and a policy restriction have different fixes.

What does an unusual activity restriction on a Meta ad account mean?

Meta's page on advertising restrictions says Meta may restrict a business when it observes unusual or high-risk activity, including unusual payment or account activity and high rates of failed or disputed payments, when it suspects a business portfolio or asset has been compromised, and when an advertiser doesn't meet its two-factor authentication requirements. While Meta investigates unusual activity, the restrictions can include limited spending or a lower payment threshold, loss of some payment features, and loss of the ability to add admins, partners or users or to create new ad accounts.

Meta's page on unrecognized activity adds that, where it has seen suspicious activity, it may already have acted to recover the account by removing admins, pausing ads or changing payment methods. The first checks are Payment activity in Billing and payments for charges nobody recognizes, the ad account roles for people who shouldn't be there, and any personal profile that may have been hacked, which needs securing before a review. MedScale asks for partner access to the specific assets it needs rather than logins, and never holds admin on a client's Business Manager.

Why does Meta ask a healthcare advertiser to verify its business or identity?

Meta's Advertising Standards say advertising accounts must be associated with a legitimate business or individual, and that if Meta detects signals of possible misrepresentation, suspicious activity or inauthentic behavior in ad content, the advertiser may be required to complete a verification process. Meta's troubleshooting page lists confirming your identity and completing verification among the steps a restricted account may be asked to take.

Business verification runs in Security Center in Meta Business Suite and is started by someone with full control of the business portfolio. Meta says the legal business name, address, phone number and website must exactly match the legal business entity, the website must load and use HTTPS, official documents such as a business license or articles of incorporation may be requested, and a decision may take up to 14 business days. Editing business details afterward means verifying again. A clinic that trades under one name and is registered under another enters the registered legal name, because the legal entity is what Meta checks.

Meta's reasons for rejecting a verification submission are false or misleading information, claiming a business you aren't authorized to represent, trying to circumvent the review, and a website that fails to load, isn't HTTPS or links to an error page. A rejected submission may be eligible for appeal from Security Center. MedScale completes business and domain verification before the first ad runs, with one ad account and one Page per brand, owned by the business.

Can you open a new Meta ad account instead of fixing the disabled one?

A new ad account is the wrong fix. Meta's Advertising Standards say helping anyone evade or circumvent its enforcement of its policies or terms is prohibited, and Meta's restrictions page says an unusual activity investigation can remove the ability to create new ad accounts in the first place. A replacement built to get around a decision adds a circumvention problem to the original one, and the original cause is still unfixed.

Billing disables are fixed in the same account by paying the balance, and verification holds are fixed by verifying. Meta's restrictions page also says that if an ad account disabled for a policy violation stays ineligible for reinstatement for 6 months, unused prepaid services may be forfeited where the law allows, and the account can't be reinstated after that. MedScale never opens a new account, Page or Business Manager to route around a platform's decision; when an account is not coming back, the budget moves to the channels still open.

What is recoverable, and how does MedScale's Ad Account Rescue handle it?

Failed payment disables are the most straightforward case, because Meta's own fix is to pay the amount due. Business verification holds and rejected verification documents are on MedScale's list of usually recoverable restrictions. Reviews are limited and Meta says a completed review is final, so the review goes in after the requested steps are done, not before. Meta says reviews are typically completed in 48 hours, though some take longer, and ads that ran before the restriction have to be turned back on in Ads Manager after reinstatement.

MedScale Health's Ad Account Rescue starts from the exact notice: a written diagnosis by hour 12, then the fixes and a review filed with the evidence a reviewer needs by hour 48, then relaunch on the channels open by hour 72. If the account is not coming back, the client hears it at hour 12. Meta makes the decision and sets its timing, and no one can guarantee reinstatement. Common questions

01Meta disabled our ad account for a failed payment. Will paying the balance fix it?
Usually, yes. Meta says a failed payment pauses ads and disables the account until the amount due is paid, and that it resumes active and scheduled ads once the balance is paid. If ads stay paused after paying, Meta says you may have reached a daily spending limit it set.
02How long does Meta business verification take?
Up to 14 business days, according to Meta's help page. The legal name, address, phone number and website must exactly match the legal entity, and the website must load over HTTPS. Editing the business details later means completing verification again.
03Can we open a new ad account while the old one is disabled?
No. Meta's Advertising Standards prohibit helping anyone evade or circumvent its enforcement, so a replacement account adds that problem to the original one. Fix the cause in the account Meta restricted, and run the channels still open in the meantime.
04What does unusual activity on a Meta ad account mean?
Meta saw something it wants to investigate, such as unusual payment or account activity, high rates of failed or disputed payments, or a possibly compromised asset. Meta may limit spending, payment features, adding people or creating ad accounts until the steps listed in Business Support Home are done.
05Can MedScale guarantee that Meta reinstates the account?
No. No one can guarantee a platform's decision. MedScale's Ad Account Rescue commits to the work: a written diagnosis by hour 12, the fixes and an evidenced appeal by hour 48, relaunch on open channels by hour 72, and a straight answer at hour 12 if the account is not coming back.
