Can You Target Health Conditions on Meta in 2026?

Short answer

As of October 2026, no. Meta removed detailed targeting options tied to health causes from January 19, 2022, flags custom and lookalike audiences that reference a health condition so they can't run, and can restrict the events a health website shares. The condition now goes in the creative, written about the service rather than the viewer, shown to adults 18 and over. What Meta removed

On November 9, 2021, Meta announced that starting January 19, 2022 it would remove detailed targeting options relating to topics people may perceive as sensitive, including options referencing causes, organizations or public figures related to health. Its examples of health causes were "Lung cancer awareness", "World Diabetes Day" and "Chemotherapy". Meta said the removed options were based on people's interactions with content on its platforms, not on physical characteristics or personal attributes.

The announcement gave examples, not a complete list. If a condition-related interest still appears in Ads Manager, we don't build a health brand's plan on it, because the audience and copy rules below still apply to everything around it.

Custom and lookalike audiences

Meta's help page on custom audience restrictions says audiences must not share information that isn't allowed under its terms, and gives references to specific health conditions, such as arthritis, as an example. Custom or lookalike audiences that include such information are flagged and can't be used for running ad campaigns. Flagged audiences can't be selected for new campaigns, a lookalike built on a flagged seed audience has to be fixed at the seed, and an audience flagged in error can be sent for review from Ads Manager or Audience Manager.

MedScale's own rule is stricter: no customer lists and no retargeting of site visitors for health brands, because on a health brand either list is a list of people with a health interest.

Restrictions on your dataset

Meta may assign a website or app to a data source category, and some categories carry extra data sharing restrictions. Meta describes three: core setup, which restricts custom parameters and parts of URLs after the domain; restrictions on certain standard events, which block specific mid and lower funnel events; and full restrictions, which block all events in some or all regions. These restrictions can be specific to countries or regions or applied globally.

Under full restrictions, Meta suggests objectives that don't rely on data from its business tools, such as Awareness, Engagement and Traffic. Under event restrictions, it suggests more upper-funnel events. Either way, the condition has to be reached through who responds to the creative, not through a seed list or a conversion signal.

The copy rule that replaced the audience

Meta's personal attributes policy governs the ad itself. Ads must not assert or imply personal attributes, including physical or mental health and medical conditions, and must not imply knowledge of a user's or their family's medical information. Meta's examples accept "New diabetes treatment available" and "Depression counseling" and reject "Do you have diabetes?" and "Depression getting you down? Get help now."

Meta also allows public service announcements that inform people about health issues, as long as they don't assert that someone or their family has a condition. The working rule: describe the program and who it is for in the third person, and never address the viewer as someone with the condition.

Setting up a health awareness campaign

  • Audience: adults 18 and over, in the states or countries you can serve. Meta's Health and Wellness policy requires 18+ for weight loss, dietary and health product ads.
  • Objective: Awareness or Traffic when the dataset is fully restricted, or the most valuable event the dataset can still send when it isn't.
  • Targeting: no detailed health interests, no condition-based custom audiences and no lookalikes seeded from patient lists.
  • Creative: name the condition and the service plainly, such as "Medical weight care with licensed clinicians", not "Tired of carrying extra weight?"
  • Prescription offers: weight loss drugs that need a prescription follow the Drugs and Pharmaceuticals policy, which limits ads to the US, Canada and New Zealand and requires LegitScript and Meta's authorization.

Outside the US

Meta's text on removed targeting and on personal attributes carries no country exceptions, and its data sharing restrictions can apply by region or globally. What you can promote does change by country. Prescription drug ads are limited to the US, Canada and New Zealand, and local law adds its own limits. In the UK, for example, the CAP Code says prescription-only medicines may not be advertised to the public, so a UK awareness campaign stays on the condition and the consultation.
